The Moss review into live export regulation has called for a raft of new measures including the appointment of an independent inspector general of Live Animal Exports.

The review looked at the culture, capability and investigative capacity of the regulator of live exports – the Australian Department of Agriculture and Water Resources.

A Principal Regulatory Officer and animal welfare branch will also be created within Department, and new animal welfare indicators to be used within compliance systems will also be developed.

The Department has also been called on to improve systems to allow concerns raised by staff members to be addressed transparently and promptly.

The department said it welcomed the review, and had recently implemented significant changes in the regulation of live animal exports, and described the Moss Review is an opportunity for reform of current practice.

"The department accepts the need to better engage with the views of all stakeholders in our regulatory practice," it said in a statement.

“The department will implement these recommendations to ensure the transition to becoming a modern, trusted and mature regulator that fosters a strong compliance culture within the live animal export industry.”
